The offer sheet signed by restricted free agent Ryan Fowler will not be matched by Dallas, decided by the Cowboys Friday. This allows the linebacker to move to the Tennessee Titans.

After being signed as an undrafted free agent in 2004, Fowler spent his three seasons in Dallas, starting only three of the 32 games he appeared in. This 6'3 250 pound linebacker has 49 tackles, two forced fumbles, and one fumble recovery.

On Sunday, he almost signed an offer sheet with the Eagles, but decided on the Titans instead the following day. The deal is a four-year contract, believed to be worth $11.5 million. Fowler may compete for the starting role of middle linebacker.
